David Kožík
David started working for the Customs Administration of the Czech Republic in 1992. At the Czech Customs Headquarters, he held the position of Deputy Director of the Customs Policy, Value and Nomenclature Section and Head of the Customs Nomenclature Department for more than five years since 1999, and later he held the position of Deputy Director of the Customs and Tax Section and Director of the Customs Division. He had represented Czech Customs Administration at numerous multilateral and international meetings at the EU, World Customs Organization (WCO), World Trade Organization (WTO), etc. He was also a lecturer in the customs administration’s training system and facilitated courses for the private sector.
In 2007, with the approval by the Czech Customs Administration, he was appointed by the World Customs Organization (WCO) to the post of Technical Officer in the Tariff and Trade Affairs Directorate. During the 10-year service for the WCO, his main responsibilities were to identify problematic areas and provide advice regarding the classification of goods in the tariff nomenclature (particularly High-Tech goods); to propose and draft amendments to the nomenclature and its Explanatory Notes; to assess Customs infrastructures and processes for tariff classification, valuation and origin, including systems for issuing of Binding Tariff Information, and provide technical assistance for Customs modernisation in this respect; to prepare and conduct seminars and other training activities for customs administrations and private sector; and to represent the WCO at various international and multilateral meetings.
After returning from the WCO and leaving the Czech Customs Administration in 2017, he decided to apply his experience as a customs and international trade compliance consultant. In addition to the advisory services, he also facilitates seminars, workshops and other training courses. He speaks Czech and English.
